Full Text of Proposed Bill
Article 1: Objective
This Directive establishes a framework for universal digital literacy across all EU member states to ensure no citizen is left behind in the digital economy.
Article 2: Member State Obligations
Each member state shall, within 24 months of adoption, provide free certified digital skills training to any resident over the age of 16 through both online platforms and physical community centres.
Supporting Arguments
42% of EU adults lack basic digital skills, limiting employment and civic participation. The digital skills gap costs the EU economy an estimated €148 billion annually in lost productivity. Free accessible training is the most cost-effective intervention.
