Full Text of Proposed Bill
Article 1: Purpose
To reduce global single-use plastic production and establish binding international targets for member states.
Article 2: Obligations
(a) Each signatory nation shall reduce single-use plastic production by a minimum of 75% from 2025 baseline levels by December 31, 2035.
(b) Annual progress reports shall be submitted to the Treaty Secretariat no later than March 31 of each year.
Supporting Arguments
Over 400 million tonnes of plastic are produced annually, with less than 10% recycled. Ocean plastic is projected to outweigh fish by 2050. Only binding international targets have historically driven meaningful reduction in global pollution.
