Full Text of Proposed Bill
Section 1: Establishment
There is hereby established the National Pharmacare Program, to be administered by Health Canada in cooperation with provincial and territorial health authorities.
Section 2: Coverage
The Program shall provide coverage for all drugs listed on the National Formulary to all Canadian residents without co-payment or deductible.
Supporting Arguments
1 in 4 Canadians cannot afford their prescriptions. Canada is the only country with universal healthcare that does not include drug coverage. A single-payer system would save an estimated $4.2 billion annually through bulk purchasing power.
